Job Title: SVREC Program Manager Date: January 2024
Reports To: Special Projects Director Status: Exempt
*Basic Function:* The SVREC Program Manager is responsible for overseeing programmatic and administrative functions, including case management activities, of the SVREC services, Workforce Innovation and Opportunity Act (WIOA) Title I programs, which include the Adult, Dislocated Worker, and Youth programs and the Star City Works program.
This position will manage the day-to-day operations of the SVREC program, including outreach and marketing of the program and management of staff providing services to eligible participants.
The SVREC Program Manager will be responsible for ensuring the SVREC team meets the goals, expectations, performance measures, and compliance requirements set forth by federal, state, and local policy.
*Significant Responsibilities:* Performs specific job responsibilities: · Supervise staff of the SVREC Career Coach/es and oversee and monitor the staff’s daily activities · Conduct outreach and marketing to internal and external partner agencies to promote the program activities for potential participants · Establish and maintain relationships with internal and external partner agencies to facilitate enrollments and services · Review and approve eligibility documentation and determination for interested applicants for the program while adhering to federal, state, and local compliance requirements · Monitor and review service delivery strategies and activities provided to customers by the SVREC Career Coach/es to ensure they are in line with the goals and objectives of the Greater Roanoke Workforce Development Board · Complete reports monthly to the Special Projects Director and/or other Greater Roanoke Workforce Development Board staff to report key attributes of success with the program (i.
e.
enrollments, activities, outreach, expenditures, etc.
) · Present reports on program performance and activities as needed · Provide technical assistance to the SVREC Career Coach/es on federal, state, and local policies and procedures as well as service delivery strategies and program management · Oversee budget expenditures to ensure appropriate financial management and accuracy · Develop an evaluation method to assess the SVREC program strengths and identify areas of improvement · Implement and manage changes and interventions to ensure program performance goals are met *Job Scope: * * Coordination: coordination of activities with a variety of team members made up of internal and external partners * Communication: regular communication with SVREC staff, Board staff and workforce internal and external partners as well as program participants * Confidentiality: adhere to confidentiality requirements and maintain highest confidentiality required * Financial: manage SVREC participant expenditures in accordance with local, state & federal policies and procedures * Judgement: errors could result in federal and state compliance and financial issues * Compliance: responsible for knowledge of federal, state, and local policy, with emphasis on legislation put forth by the U.
S.
Department of Labor Employment and Training Administration * Travel: frequent travel within the eight localities of the Virginia Career Works – Greater Roanoke region including the Counties of Alleghany, Botetourt, Craig, Franklin, and Roanoke and the Cities of Covington, Roanoke, and Salem.
Possible overnight travel to conferences and workshops within the Commonwealth of Virginia and out-of-state.
*Minimum Qualifications Required:* *Education/Experience:* Bachelor’s Degree in human services, business management, public administration, social work or related field, and two years of professional experience in providing client services, supervising human services programs and/or managing federal, state, and/or local programs, or a combination of education and employment experience *Licensure, Certification and/or Registration:* None *Other Minimum Qualifications: * Knowledge of workforce and benefit services programs is preferred.
*Essential Skills, Abilities & Knowledge:* Knowledge and experience with data entry systems and customer management software; Knowledge of the structure and operation of government and community agencies and private businesses; ability to work independently; ability to manage projects with deadlines; ability to express ideas clearly and concisely, both orally and in writing; ability to consider and weigh a variety of factors in making decisions and recommendations; ability to update and maintain various social media platforms; ability to establish and maintain a good working relationship with clients, public and private agencies, and the employer community; the ability to compile data and make reports; working knowledge of basic computer programs; knowledge of case management best practices; understanding of project management; ability to create and follow governmental budget and restrictions; Leadership, conflict resolution and problem solving skills related to oversight of team, staffing and daily operations.
*Working Conditions:* This is a partially sedentary job with requires sight sufficient for significant reading, keyboarding/computer use, and requires an individual with hearing sufficient for extensive direct and/or telephone contact with a wide scope of workforce agencies and individuals.
Responsibilities require an individual to be physically mobile to attend meetings in multiple locations.
Possible regular travel to meetings within and outside the eight localities in the Virginia Career Works – Greater Roanoke Region.
The nature of this position and the personal interactions involved require that an individual possess significant and persuasive interactive communication skills.
