Performs work executing highly technical accounting, processing accounts payable, administering payroll, carrying out administrative and specialized tasks, implementing new payroll and timekeeping systems and procedures, responding to requests for technical and non-technical assistance whilst exercising considerable initiative, independent judgment, confidentiality, and discretion to ensure responses are in line with written company policy, and other work as apparent or assigned.
This position reports to the VP Finance / CFO.

_ * Receives invoices for accounts payable processing; processes requests for payment and reviews requests for accuracy, proper account classification, and proper documentation; verifies invoices and purchase orders; provides accounts payable records to RRHA’s auditors and responds to auditor inquiries.
* Processes bi-weekly payroll according to schedule, including verification of hours worked, rates of pay, and proper deduction computation; ensures accuracy and completeness of direct deposits; accrues leave balances and ensures correct accrual and leave hours are posted to employee records; prepares and transmits federal and state payroll taxes through the Electronic Tax Payment System; distributes pay advices to employees through the HRMS self service module; ensures the accuracy and completeness of third-party sick pay and makes all necessary changes to payroll and attendance records; transmits retirement funds and reports electronically to the Virginia Retirement System; records PTO, LS, FMLA, STD, LTD in payroll and attendance records; acts as a liaison for workers’ compensation audits and responds to auditor inquiries in a timely manner; records retiree reimbursements to the general ledger and reconciles benefit accounts monthly.
* Maintains HRMS/SAGE payroll database for payroll information in conformity with all applicable federal and state government laws and regulations in accordance with company policies; computes and maintains files for all federal and state payroll taxes; completes bi-weekly, quarterly, and year-end payroll tax reports and forms; records payroll entries to the general ledger; and acts as a technical resource to the Human Resource Coordinator position for training and clarification of processes and procedures.
* Maintains accurate and current vendor files and assigns vendor and contract numbers; responds to requests for Form 1099 preparation; processes Form 1099 and submits to the Internal Revenue Service; assures prompt vendor payments; runs monthly A/P reports for review purposes; processes new vendor applications; reviews and tracks contract expenditures; maintains annual statistical reports for utilities consumption; and interacts with all RRHA staff and vendors to research and resolve discrepancies.
* Researches and resolves accounts payable software technical issues; implements necessary software upgrades and provides training to staff; and researches various laws and regulations pertaining to payroll.
*Minimum Qualifications* Associate's Degree in Accounting and moderate years of experience in Accounting, or a combination of equivalent education and experience.
*Preferred Qualifications* Bachelor’s Degree in Accounting, Business or a related field.
Three years of experience in general payroll and accounts payable or equivalent combination of experience and education *Special Qualifications* Valid state identification or driver’s license in the Commonwealth of Virginia.
