*TECHNICIAN SUPERINTENDENT*
*JOB ROLE OVERVIEW:*
This role provides the technical expertise for the company to ensure that all traffic system Jobs have and are performed to the highest levels of competency in the integration of all technology to ensure the specified operational integrity and reliability required on the traffic system construction Jobs in the areas assigned.
This role is combined with that of a superintendent because workloads for technical requirements will vary and this position includes Area Project Manager responsibilities for Jobs distributed among a remote less-concentrated corridor.
*SCOPE OF FUNCTIONAL ROLE:* * The traffic systems technician will be the technical expertise of the team for reference as well as the executing individual for addressing all the necessary validations of routing, hookup, production inspection, settings, programming, calibration, final alignment, and focusing of all electrical and electronic equipment associated with all Jobs in their assigned areas.
* This position will be responsible for training personnel and managing the certifications of all personnel to increase the technical capabilities of all personnel across the workforce to increase work crew capability in completing the more technical work packages identified in the Jobs according to the company's Work Breakdown Structure.
* This position will be the primary point of contract for the company with the customer in addressing technical issues that arise with equipment standards, system and functional compatibility of all components, and alignment with the long-term objectives of the customers contracted work and long-term objectives for their traffic systems.
* This position will identify topics, issues, and potential solutions to problematic areas in the contracted scopes of work and ensure that they have been thoroughly worked with the customer to ensure the elimination of potential disruption to the work before it is in field execution; when changes are required to the current contracted scopes of work and specified line items in the contract, the technician shall assist in the development of the content necessary for change orders in a timely manner so that changes are properly executed and incorporated before work occurs.
* This position will work closely with other Superintendents and Foremen to ensure that the right personnel, material, equipment, and tools are on each job site enabling the efficient and effective execution of the technical evolutions necessary that come before, during and after the activation of the systems to ensure quality approvals, satisfaction of system operation, successful completion of burn-in requirements, and minimization of warranty liabilities.
* This position will work with the proposal, purchasing, and warehousing teams and the other Areas of Operations to maximize common inventories of standardizing stocks on hand in alignment with the practices of the company's collective community of customers to increase availability, reduced schedules from lead times, and gain effective movement of available required materials from among central and area inventories that will decrease the Job execution schedule requirements across the entire portfolio of Jobs.
*RESPONSIBILITIES:* *TRAFFIC SIGNAL JOB EXECUTION* * Ensures personnel are thoroughly briefed and familiar with scope, activities, procedures, schedule, budgets, specifications, and overall plan for construction Jobs before mobilization and the initiation of work, overall and by project phase while reinforcing established crew work schedules, access, and starting and completion dates/times.
* Providing the technical expertise within the operations to support crews by training and on-site performance of the technical activities required for inspecting, programming, energizing, activating, calibrating, aligning, and troubleshooting and problem resolution for traffic system contracted Job completion.
* Accurately identifying the necessary and support resources that will be required for the technical functions required on the different Job sites according to each activity to be performed so that resource demands can be deconflicted and reconciled according to the individual and portfolio of project plans.
* Manages company and rental equipment for care and protection of vehicles and equipment while maximizing productivity and minimizing cost.
* The utilization and compliance with work package instructions, Job specific technical documentation and plans while in the field from paper prints and electronic devices even while environmental conditions can be loud and dynamic.
* Keep work areas clean, neat, and organized.
Adhere to zone ownership rules.
* Investigate and help resolve programmatic, technical, and logistical related problems.
* Ensure secure opening and closing of project sites daily.
* Prepare for unusual weather conditions or other foreseeable shutdowns and proactively develop and have alternate work or training assignments that will maximize development and company benefits during interruptions to regularly schedule work activities.
* Emphasizing safe use of tools, machinery, and equipment, distributing and training on safety gear (vests, hard hats, glasses, ear protection, gloves, etc.
).
* Validating the proper set-up of scaffolding, bracing, other temporary structures, and lift rigging at the construction site The following is a representative listing of some (but not limited to) the tasks the Traffic Signal Technician will commonly perform: * Install traffic signal underground.
* Install, label, and splice traffic signal cable, underground and above ground, including conduits, pull boxes, and concrete encasements.
* Wire traffic signal controller assemblies.
* Install above ground traffic signals, video detection, CCTV cameras, pre-emption, and Wavetronix.
* Install ITS & Traffic Signal Cabinets and perform terminations and splicing.
* Build load centers and panels for roadway street lighting.
* Set foundations and light poles.
* Install VDOT & County roadway sign assemblies.
* Perform complex troubleshooting and repair of traffic signal intersections and their equipment.
* Performs aerial signal repairs and maintenance from a bucket truck.
* Respond to traffic signal and other electrical or electronic traffic warning device malfunctions.
* Inspect repairs and perform routine maintenance on existing traffic signals and assist in the inspection of new installation of traffic signals.
* Be proficient in diagnosis of problems associated with signal timing and trouble shooting.
* Perform preventative maintenance, repairs, and inspections of County maintained traffic signals and other traffic warning devices.
* Program and enter signal timings, as well as, the electrical and electronic wiring of traffic signal cabinets, signal heads, sensor, etc.
* Assists with programming and placing variable message signs.
* Maintain school zone flashers, school zone time clocks, warning flashers, and other electronic signs.
* Generates and maintains signal shop Inventory of field components and replacement parts.
*MANAGEMENT & SUPERVISION* * Manage multiple projects concurrently from handoff through warranty completion.
* Ensures staffing requirements (with necessary qualifications) for each phase of construction are planned and capable oversight and supervision of all assigned personnel and crew members supporting their assigned jobs or task activities, assigns work, and provides efficient and actionable guidance and direction.
* Works with HR to ensure that vacancies are filled and reassignments are made timely to ensure effectiveness and efficiency in all operations.
* Directs daily progress of Jobs by ensuring sufficient and timely deliveries of materials, and maintaining all necessary data, documentation, and reporting required.
* Maintain an intense culture of safety, ensuring a safe work environment, actively completing inspection checklists and safety talks and briefings on focused subjects each week, month, etc.

* Implement continuous improvement by timely adopting management techniques and construction execution methods that increase production effectiveness and cost efficiency while maintaining required levels of technical quality.

Attend, support, facilitate, and lead all required and discretionary meetings so that they are purposeful, efficient, and effective in meeting their objectives and contribute to progress.

*COMPLIANCE & PROCESS SUSTAINMENT* * Comply with safety and building codes and regulations as well as local ordinances, right of way guidelines, legal requirements, and leverage the entire team for providing accurate and timely guidance and interpretation of requirements.
* Coordinate with client technicians and safety to ensure all site-specific permits are obtained, thoroughly understood, and are being used and/or issued properly.
Coordinate and schedule the timing for site orientations with Safety when bringing new hires and/or contractors on site.
* Adhere to regulatory and company site standards, policies, and security protocols.
* Support the team on securing all utility relocation and permitting for VDOT and other County/City projects across the State.
* Ensures subcontractor compliance with the construction contract terms and conditions of the company among all subcontractor on-site personnel and work activities.
* Oversight and facilitation of issuing permits for construction, maintenance, and other activities within the public right of way in alignment with city regulations.
* Writes processes, procedures, and work instructions when the company has areas where critical guidance, the specification of requirements, and specific methods for construction and integration should be used and have yet to be documented.
* Access and monitor applicable and relevant VDOT database(s) of local government signals through their established portal or other methods.
*NEW BUSINESS & CHANGES* * Identifies potential customers and new business opportunities for the company and engages in the collective assessments of new business opportunities to determine viability in terms of technical quality, scope, schedule, and budget/profitability.
* Participate proposals and work initiation reviews to ensure that all scope, materials, supplies, and assemblies are identified and reasonably forecasted for cost and schedule.
* Make thorough best value assessments of subcontractor utilization in estimates supporting make-buy decisions and planning in proposals and changes.
* Report and document all scope changes on a change order prior to the work being performed.
*PROJECT PLANNING* * Determines work priorities, and coordinates work activities with all necessary parties to ensure that the project remains efficient and on schedule.
* Review contracts, engineering documents, final design packages, estimates, subcontracts, quotes and vendor information as needed with the company personnel, clients, design engineers and others to ensure constructability, progress measurement, and accurate forecasts of schedules and estimates at complete during all phases of the project.
* Assists during proposal and execution phases to identify field-construction and work-sequence considerations when finalizing material and equipment requirements for purchases and the selection of best value subcontractors in make-buy decisions.
* Ensure that planning has the Job specific requirements for all activities, resources, support, permitting, validation steps, burn-in, and warranty requirements to ensure the schedule addresses all aspects of the technical requirements.
* Conduct system identification for pre-commissioning and commissioning, prepare pre-commissioning and commissioning work packages that include performance testing and inspection packages, resource and material requirements, and detailed work plan.
* Develop and administer the site utilization program, site services, security arrangements, other facilities, and arrangements necessary for support to the construction effort.
* Technically evaluate quotes and bids from contractors and suppliers with procurement, client PMs/Techs, and internal and external stakeholder personnel.
* Identify potential risks, mitigate issues, and implement strategies to minimize disruptions and conflicts to Job progress.
*DATA, REPORTING, & DOCUMENTATION* * Ensure that all data, reporting, and documentation inputs required from one's areas of responsibility are being provided and maintained accurately, completely, and timely to all the appropriate points of contact and systematically elevates data and process issues through proper channels when there are breakdowns, omissions, and degradations of quality in system information so corrective measures can be implemented.
* Elevate quickly to higher levels of leadership when data and reporting indicate issues, problems, and anomalies that will significantly impact future performance on the Job for immediate address and potential planning of work arounds.
* Generate and communicate critical occurrence and routine data and reports.
*KNOWLEDGE, SKILLS & ABILITIES:* *KNOWLEDGE* * Solid grasp of construction compliance and safety regulations.
* Knowledge of basic engineering and construction principles and methods.
, especially the National Electrical Code (NEC).
* Knowledge of the principles of traffic signal operations and preventative maintenance.
Mechanical knowledge, familiarity with, and aptitude for troubleshooting and repairs with low & high voltage electrical systems and specific Job-related technical knowledge necessary to complete the job related to VDOT, County, & City traffic construction work including (but not limited to): * Most common traffic system components and equipment from industry suppliers (Econolite, Iteris, Miovision, Pelco, Wavetronix, Polara, Bosch, etc.
) * General and traffic signal specific wiring, splicing, and various connector installations for traffic system equipment (lighting, loop and other active and passive detection, signals, cameras, radios, controllers, Opticom, etc.
).
* Basic cabinet types: TS-1, TS-2, 332/336, and ATC platforms including the wiring and schematic interpretation to properly assign input/outputs per customer standards.
* Familiarity with D4 and other operating software.
* Construction Management knowledge of construction practices, techniques, principles, along with local, state, and federal construction practices, processes, and regulations.

) * General and traffic signal specific wiring, splicing, and various connector installations for traffic system equipment (lighting, loop and other active and passive detection, signals, cameras, radios, controllers, Opticom, etc.

* Basic cabinet types: TS-1, TS-2, 332/336, and ATC platforms including the wiring and schematic interpretation to properly assign input/outputs per customer standards.
* Familiarity with D4 and other operating software.
* Construction Management knowledge of construction practices, techniques, principles, along with local, state, and federal construction practices, processes, and regulations.

* Bachelor’s degree in a field related to construction is highly preferred (i.

, business, engineering, architecture, construction) or demonstrated equivalent such as a combination of education, skills, knowledge, abilities, and experience applicable to traffic systems construction.
*PREVIOUS EXPERIENCE* * 5-10 years of construction management experience or equivalent.
* 5 years working specific Traffic Signal Technician activities.
* Verifiable work experience and a proven track record in successfully working in the programming, energizing, activation, alignment, calibration, troubleshooting, problem resolution, etc.

* Experience with the Virginia Dept.

* OSHA 30 Certification.
* IMSA Level 2 Signal Technician Certification or higher.
