The Position The OSP Engineer and Construction Manager will manage and coordinate all aspects of the Lumos Residential and Small Business Outside Plant Engineering and Construction programs for existing and new outside plant facilities.
Individual will have in-depth knowledge if outside plant engineering, fiber network design, and construction.
The position is responsible for managing Lumos expansion OSP and Construction budgets, company engineers, 3rd party firms.
This includes the planning and engineering of all expansion and Outside Plant facilities, including; Aerial, Buried and Underground fiber optic facilities.
This position oversees and or participates in development of various programs to achieve OSP goals of capital efficiency and installation timeframe reduction.
Duties & Responsibilities: • Direct supervisory responsibility for construction and OSPE group and contractors.
• Supervise and direct preparation for OSP and Construction estimates and job packages.
• Approve all inventory requisitions for group for within fiscal limit responsibility.
• Review call out reports for Operations-OSP/Construction group.
• Responsible for items on monthly routine schedule for OSPE/Construction.
• Make recommendations for training requirement for OSPE/Construction employees.
• Responsible for preparation of vacation and work schedules for groups for OSPE and Construction.
• See that regular employee meetings are held including any safety items for Construction and OSPE group.
• Works closely with Lumos sales team in HLE and Fiber build outs.
• Maintain information off all job orders including the fiber networks.
• Prepare capital expenditures budget for Construction and OSP Engineering • Maintain fiscal responsibility for items on capital expenditure and operating budgets • Work with local agencies and state departments for permitting and other proposed projects.
• Prepare monthly reports of projects pending, estimates pending.
• Work with different vendors in negotiating (pricing for material, unit cost including locates/Fiber drops/and Splicing) and evaluation new hardware and enhancements to improve the OSP network.
• Maintain up-to-date knowledge of technologies and industry trends.
• Manage/lead a Projects and task with highly visible efforts • Follow best-in-class processes and procedures to increase the quality and value of the overall client experience • Manage Programs/projects related situations to minimize adverse impact of obstacles and risks • Act as a trusted advisor to senior leaders, providing critical insights, consultation and guidance deemed necessary to address issues and capitalize on opportunities • Develop strong and trusted relationships with Business Units and personnel through timely and accurate communications • Work closely with Lumos personnel in a post-sale environment, understanding project requirements and issues for successfully implementing business projects • Build and manage effective relationships with internal teams, clients and vendors • Engage sales and support teams to keep current on status of pending sales, projects, or issues • Build and manage effective organization and procedures • Manage projects on market expansion, FPP, Special Projects and Cost reducing efforts • Manage contractor and vendor relations insuring efficiency and quality of the finish product • Partner with Strategic Growth Teams in identifying, designing and implement fiber infrastructure • Partner with Technical Operations Teams to identify equipment and electronic needs to meet the full architecture • Manage OPEX and CAPEX budgets (including salaries, wages, benefits and contract labor) effectively, ensuring installation and repair & network maintenance and Capital Projects costs do not exceed budget allocations • Manage KPI and schedules for the Expansion projects • Support the CNO and other technical leadership when called on to support goals and assignments within the Organization Qualifications • Education: Technical Bachelor’s degree or equivalent work experience • Experience: Minimum of 5 years of outside plant and construction in the telecommunication industry.
